The Plains Native Nations operated much like peoples and governments throughout history, no matter how sophisticated and pure their self image. "The safety of the people is paramount." Native Tribes who were built around warrior societies placed great value on the young, sharp eyed warriors who spent long tedious hours in all kinds of conditions to be the eyes and ears for their people back at camp and to make sure they were safe from their enemies. Raids and attacks came when you got tired and comfortable and complacent. Constant vigilance was required.
